INTERREG-IPA CBC HUNGARY-SERBIA PROGRAMME
The Interreg-IPA Cross-border Cooperation Programme Hungary-Serbia is implemented within the 2014-2020 European Union financial framework, under the Instrument for Pre-accession Assistance (IPA). On the basis of “shared management system" of the participating countries - Hungary and Serbia, the Programme funds and supports cooperation projects of organizations located in the Programme-eligible area – Hungarian counties Csongrád and Bács-Kiskun, and Serbian territories: West Bačka, North Bačka, South Bačka, North Banat, Central Banat, South Banat and Srem district.
The Programme helps the development of a stable and cooperating region and the overall quality of life in the border region. It enables economic collaboration of organizations from the two countries, nurtures the common identity, and cultural and historical heritage of the border region, and contributes to its environmental sustainability and safety. Background Of Extreme Precipitations and Pluvial Floods in Urban Areas
Urban areas are characterized by higher precipitation amounts and intensity (when compared to a rural area) as a consequence of convection processes generated by higher temperatures in cities (i.e. urban heat island effect) and due to an increased amount of microscopic condensation nuclei due to human activities.
Due to the large extent of artificial material and lack of vegetation, atmospheric water is redirected into sewage and storm drain systems. High intensity precipitation can cause flooding when the city sewage system and draining canals do not have the necessary capacity to drain away the amounts of rain that are falling. Water may even enter the sewage system in one place and then get deposited somewhere else in the city on the streets.
Extreme precipitation and urban floods are a great disturbance of daily life in the city. Roads can be blocked and people can’t go to work or to schools. The economic damages are high but the number of casualties is usually very limited, because of the nature of the flood.
Several important projects in the world addressed this issue such as EU RainGain in Rotterdam, Paris, London and Leuven, EU FLIRE in Athens or RAMSES in several European Cities. Furthermore, in a few Universities this issue is a focus of research, such as Newcastle University. The URBAN-PREX project is a new step in researching the urban pluvial floods in European cities.
Project Summary
Climate change is expected to increase the frequency and intensity of precipitation and pluvial flood occurrences in urban areas of Central Europe. Thus, the proposed project presents an outstanding opportunity to develop and implement an innovative monitoring, forecasting and online public early warning system for extreme precipitation and pluvial floods in urban areas of the Hungarian-Serbian Cross-border region.
Through the project, two dense monitoring precipitation networks will be installed in the most-populous cities of the Programme area: Novi Sad (Serbia) and Szeged (Hungary). Continuous data recording, transmission and processing, as well as real time display of the processed data in a spatial (i.e. map) form will be useful for citizens (i.e. individual adaptation) and public institutions (e.g. traffic and water management, city government) of the Cross-border region.
Real-time precipitation forecasting model for the whole Programme area supplemented with the forecast of pluvial flood occurrences in Novi Sad and Szeged will be developed through the project based on the measured data from the networks and the remotely sensed data. Measured data will be used to fine-tune the remotely sensed data thus enabling the development of more precise forecast model for the Programme area.
Measured and forecasted data will be freely available for everyone in real-time on the project website, project social pages and mobile android application giving an early warning to the citizens and public authorities in order to protect them and prepare their effective response to these extreme weather and water situations.
Project’s Main Objective
Project main objective is development of monitoring, forecasting and public early warning system for extreme precipitations and pluvial floods in urban areas of the Hungarian-Serbian Cross-border region. Measured and forecasted data will be freely available for inhabitants and authorities.
Problem To Be Addressed
Climatological and hydrological extreme-event phenomena causing excess of water in the urban areas are increasing in frequency and intensity due to the effects of climate change. Extreme precipitation and pluvial floods in urban areas are natural hazards that appeared more often in the last two decades.
The URBAN-PREX project aims the problems related to these hazards in urban areas of the Hungarian-Serbian Cross-border region with synchronized data management and methods on both sides of the border by fundamental and applied research.
Regional, economy and town planning will be supported by locating vulnerable areas in Novi Sad and Szeged and creation of joint management strategies to mitigate the vulnerability of municipal stakeholders from extreme precipitation and pluvial flood hazards.
The diverse measures, planned for activating society are to increase awareness of extreme precipitation and urban flooding hazards in cross-border region and to involve local and affected stakeholders into strategy building. The joint monitoring system, adopted strategies and network information system will enforce integrated cross-border monitoring and management of extreme precipitation and urban flooding hazard risks.
Target Groups
The direct target groups of the project are the inhabitants of urban areas of the Hungarian-Serbian cross-border region (900.000 people).
They will have information about the current and future precipitation and pluvial flooding conditions in their immediate and wider (urban) environment with the help of the continuous, real-time web display of measured and forecasted data. This can facilitate the response and adaptation on individual level to the current circumstances and to their expected negative or positive changes over time.
The indirect target groups are local communities, organizations and public authorities (Local Government, City Administration for Environmental Protection, City Water Supply and Sewerage, Public City Transport Enterprise, Disaster Management Agencies, Public Health Institutions) that have to take action (public information, alerting, water management, traffic management) in an occurred loading situation.
Expected Results
The main, tangible outputs of the project are developed and operating urban precipitation monitoring networks with data recording and collection infrastructure. Furthermore, multi-day precipitation forecast for urban areas of the Hungarian-Serbian Cross-border region as well as pluvial flood forecast system for Novi Sad and Szeged would be developed on the basis of the information obtained from monitoring networks and remotely sensed data.
Free, public online early warning system containing measured and forecasted data will be developed through the project and available for public and local authorities. Through the project activities will be organized conferences, seminars and workshops ensuring advisory meetings and publicity.
A sociological research related with publicity, activities and usefulness of the project will be performed by the means of a representative sample of 1000 people and the results will be published in a research report.
Final publication containing results of the project activities and guidelines for mitigation and adaptation measures will be presented.
Direct result is efficient communication for general public, local governments and service providers. As long-term effects of the project results are effective urban planning strategies and improvement of the quality of life of urban population.
